• Orissa: I.O. lumps prices remain unchanged
Domestic prices remain unchanged for consecutive two weeks as:
Most of the mines still remain closed: Mines like Essel, DR Patnaik, Indrani Patnaik and Serajuddin have kept their bookings closed due to forest clearance issue and might take few more days to start their operations.
Tight norms by local mining authorities and Indian railways: Tighter norms by local mining body and Indian railways to curb illegal mining have made it difficult for sponge manufacturers to procure their iron ore. "It has been really tough to procure from Orissa. A year back it used to take 10-15 days for us to get the ore to our plant and now it takes around 30-40 days. This keeps on adding to the interest cost," said Mr Kejriwal, a sponge iron manufacturer based in West Bengal.

Iron ore lumps prices in Orissa and Karnataka are unlikely to correct in short term said miners. Our research team interacted with various mine owners based in Orissa and Karnataka and found out that tighter norms by mining authorities is the main reason behind the scarcity of material in the market rather than lesser production.
There is an ample amount of production and stock available with miners but it is difficult to take permission from mining body and dispatch it to the desired destinations.
"These days mining authorities have tightened mining norms in order to keep a check on illegal mining and it is practically not possible to follow all the norms, said Mr. Rajesh Agrawal, an integrated steel manufacturer based in Chhattisgarh. If the situation remains same, we do not expect Iron ore prices to correct soon, he added.
Recent tussle over transportation rates between transporters and crusher association in Jagdalpur (Chhattisgarh) has brought hurdles in transportation of ore to manufacturing units from past few days. And as a result, Orissa remains a preferable sourcing alternative for sponge manufacturer based in Chhattisgarh, Bengal, Orissa and Maharashtra.

• Karnataka: Transport permits for exports likely to be issued next week; State tightens checking norms to curb illegal miming
Karnataka is likely to issue transport permits for exports by next week. Iron ore traders in Karnataka said they have applied for export permits to test the market and the administrative system after Supreme Court lifted the ban.
The Karnataka Mines and Geology Department has decided to set up 30 check posts all over the state from April 21 to prevent illegal mining.
The check posts will examine the iron ore permits issued by the mining department, tax receipts and quantity being transported from the mining regions of Bellary, Sandur and Hospet. Iron ore transported to Karwar, Mangalore, Belekeri and Goa and Andhra Pradesh ports would also be under strict vigilance.

• "Sponge Iron manufacturers operating at 40-50 % capacity across India" - Industry Experts
Sponge iron prices have moved in line with Ingot prices. However, demand continues to be subdued as most of the Induction furnaces are not operating in full capacities. According to industry experts, "Weaker demand and higher input costs have forced Sponge iron manufacturers across India to bring down their capacity utilisation to 40-50% in past few months. Following are few other reasons which further support the lower capacity utilisation by sponge iron manufacturers:
1. Scarcity of Iron ore due to tighter norms for transporting ore
2. Recent hike in prices of major raw material - coal by Coal India Ltd
3. Weaker demand for finished steel products
4. Higher conversion cost and overhead expenses

Spot Price of Iron ore Fines at China

• Spot iron ore prices fall as buyers remain cautious; supply from India likely to remain tight
Chinese appetite for iron ore began slipping when quotes for high-grade 63.5 percent ore hit $190/MT last week. Caution was set among buyers given by signs of slow steel demand in China at a time when construction activity usually kicks in.
Spot iron prices have fallen since then by $8-9/MT and exporters find difficulty in finding buyers even at current reduced prices.

Supply of ore from India is likely to remain constrained in the coming month as major ports exporting iron ore from India face some or the other obstacle:
Goa, one the major ports exporting ore shuts down from 15th of May due to monsoons.
Exports from Orissa will also fall due to factors like higher railway freight, tighter norms, un-operational mines and hike in export duty.
Exports from Karnataka are unexpected to start soon and might take a month or so to resume shipments.
According to Mr. Patni, an iron ore exporter based in Mumbai, "We used to load 30 to 40 rakes per month a year back and now it has fallen to only 10-15 rakes a month.
Though supply from India is likely to be constrained, Chinese buyers also have other major suppliers like Australia & Brazil to look for. Australian miner BHP Billiton is said to embark on a major expansion of its iron ore capacity in the current fiscal. So, this might off-set the short-fall of ore from India that is likely to be seen going forward.

Fallout3 Broken Steel: If Im not done with the main quest, can the new level up system still work?

im almost on level 20 and i barely got to little lamplight. i dont want to continue playing until i get broken steel cuz i dont want to waste all that xp i get from doing the main quest. so if i get broken steel i can reach level 30 before i finish the main quest? any advice would be good

Yes, it will work as soon as you load up the game (as long as you have the needed patch). It can take an incredible amount of time to get to level 30 before completing the main quest, but I suppose it would be possible. You would need to do a lot of the side missions in the world, and even more of just randomly going around and exploring and killing things to get the needed xp to do it though.
